In the time of the 13th emperor Seimu, Hitonenomikoto got the order of the emperor to develop the land. It was located at Mt. Akagi in the beginning. In 1683, this shrine was moved to its current location.
There is a museum of Asaka Gonsai that helped the Meiji restoration. Gonsai taught his students about the importance of finishing the Samurai period and looked at the outside of Japan. Those students made a movement of the Meiji restoration.
